IRAM Attacks: Do I Qualify for Compensation?

U.S. veterans of the wars in Iraq and Afghanistan may qualify for billions of dollars in compensation for injuries caused by IRAMs, IEDs, EFPs, roadside bombs and other terrorist attacks.

  • Served in Iraq from 2004-present, or Afghanistan from 2006-present

Where Does The Money Come From?

The funding comes from the Anti-Terrorism Litigation Fund, also known as The U.S. Victims of State Sponsored Terrorism Fund (USVSST), which collects money from criminal and civil asset forfeitures, penalties, and fines related to violations of international criminal law.

Who Can Get Money?

Since the fund was established in 2015, it has paid out over $6 billion to the victims of terrorist attacks, including more than 12,000 victims of 9/11 and many others.

This fund is designed to pay compensation to the victims of terrorist attacks (or a personal representative of a deceased individual), for injuries or deaths arising from acts of international terrorism for which a foreign state sponsor of terrorism was found to be responsible.

What is an IRAM?

An Improvised Rocket-Assisted Munition (IRAM) is an airborne, rocket-fired improvised explosive device that was often mounted on the back of a truck. IRAMs are also called “lob bombs” or “flying IEDs” and they were frequently used by terrorists against U.S. troops in Baghdad, Iraq and Afghanistan.

How IRAMs Were Made

The IRAM is a low-tech guerrilla weapon that is made from widely-available materials. They are usually made from a metal canister, like a propane tank, that has been drained of fuel and filled with hundreds of pounds of explosives and shrapnel, nails, metal, or ball bearings.

Why Were They So Dangerous?

Propane tanks are particularly ubiquitous in Iraq, where fuel is widely used for cooking, so it was hard for security forces to stop the illicit production of IRAMs. IRAM explosives were also extremely dangerous, capable of killing dozens of people at a time. IRAMs were typically powered by a rocket that was fired by remote control from the back of a truck, causing a massive explosion.
