In February 2025, the Medical Board of California began investigating Dr. Victor Lynn Perry for sexually abusing patients.
Lawsuit Filed Against Dr. Victor Lynn Perry for Sex Assault
The Office of the Attorney General of California filed a complaint against Dr. Perry after the state Medical Board asked the office revoke his medical license, authority to see patients, and require him to pay for costs to prosecute him for the alleged sex assault in 2021.
Patient Reports Dr. Perry for Sex Assault in 2021
The investigation opened after a woman came forward to report Dr. Perry for a sexual assault that occurred in September 2021.
According to the complaint, she had a follow-up visit with Dr. Perry after he performed her neck surgery. He asked if anything else was bothering her, and she told him about her sciatic nerve pain.
He said he could check it, asked her to perform some basic movements with her arms and legs. Then he asked her to lay down on the table.
That was when she said he “pushed on the front groin area from side-to-side in a small rubbing motion. Each time he pressed he moved his hand in a small, half-circular motion. …”
He moved down her groin, inside her thigh, and toward her pubic area, while repeatedly saying: “It’s okay. You’re okay. I’m just adjusting.”
She said his hand went inside her underwear, where she felt his hands stick to her maxi pad. The lawsuit states: “Once he removed the pad, he inserted his fingers into her vagina. He was not wearing gloves.” She said she immediately sat up and ended the exam.
Dr. Perry followed her into the waiting room. She asked the receptionist for a pen and paper and wrote: “Dr. Perry just assaulted me,” and then handed the note to the receptionist.
The receptionist said she would report it to the office manager, who was currently out of the office.
She said Dr. Perry called her later that day and apologized for making her uncomfortable. She told him: “You sexually assaulted me.” He did not argue or deny the allegations, she said.
Her maxi pad was tested for DNA, which was positive for the male Y chromosome, according to her lawsuit.
Police Report Calls Dr. Perry “Elusive and Deceptive”
Police and the Medical Board of California were unable to contact Dr. Perry for several years after the incident because he was living in hotels and failing to provide a current address to the Medical Board.
In April 2024, police were finally able to locate Dr. Perry in Fresno, California, based on cell prone records. They wrote in their report: “It is this investigator’s belief that Dr. Victor Lynn Perry was being elusive and deceptive with the Fresno Police Department as well as the California Department of Consumer Affairs / Medical Board.”
Dr. Perry Facing Sex Assault Charges
Dr. Perry is facing multiple charges with the Medical Board that could cause him to lose his license, including sexual exploitation of a patient, sexual misconduct, gross negligence, and failure to update his address within 30 days.
