Anti-Terrorism Litigation Fund

The payout comes from The U.S. Victims of State Sponsored Terrorism Fund (USVSST Fund), which pays money to injured veterans, their spouses or children, or surviving representative, for injuries caused by explosives that were made by international state-sponsored terrorists.

$6 Billion Paid To IED / Terrorism Victims Since 2015

The USVSST Fund has paid over $6 billion to more than 15,500 eligible claimants since 2015. Most of the claimants are 9/11 victims and their families, but 3,652 veterans have been paid for injuries related to acts of international state-sponsored terrorism.

What is an IED?

An Improvised Explosive Device (IED) is a non-commercial or homemade bomb that is used to cause injuries or death, destroy vehicles, incapacitate, harass, or distract people.

IEDs come in many forms, ranging from a small pipe bomb to a sophisticated explosive in a truck. They are commonly packaged with nails, glass, or metal fragments to create shrapnel, or even radioactive materials (“dirty bombs”). IEDs may be concealed on the roadside and detonated remotely, thrown or carried by a person, or hidden in a box.

IEDs Financed Through Foreign Banks

Many of the IEDs used against U.S. troops in Iraq and Afghanistan were manufactured with the financial assistance of foreign banks. HSBC, BMP Paribas, and Commerzbank of Germany have admitted to processing financial transactions and laundering money for Iran and other terrorist-sponsoring nations that manufactured IEDs and EFPs.
